In a mixing bowl, combine the chicken, buttermilk, salt, and pepper. Let it sit for 10 minutes to marinate. In another bowl, whisk together the flour, cornstarch, salt, pepper, and smoked paprika.
Using tongs, lift each piece of marinated chicken, shaking off any excess buttermilk. Quickly dip the chicken into the flour mixture, coating both sides.
Place the breaded chicken on the prepared baking sheet. Spray each piece with more cooking spray. Bake for 30-35 minutes, flipping halfway through.
Once the chicken is golden brown and the internal temperature reaches 165°F, remove it from the oven and serve immediately.
